with all aspects of business operations and sale. Start-up Anti-Terrorist R&D Laboratory. Program and Division Manager for inception,
construction, staffing and operation of two Chemical and Biological Defense
R&D laboratories focused on evaluation and development of advanced
technologies for detection and destruction of chemical and biological warfare
agents in water supplies. Led the successful implementation and achievement
of ISO17025:2005 laboratory accreditation. Responsible for recruiting
scientists and technicians, facility construction, scientific and laboratory
equipment outfitting, work plans, led development of processes and
procedures, developed preventive maintenance program. Supported
development and approved all contract deliverables. Developed and
delivered presentations to clients, upper management and symposia.
Supported contract cost model development, negotiated subcontracts, ensured
compliance with all contract terms. Captured several contracts and
built division revenues to $4M/year while simultaneously serving as Corporate
Business Development Director. Information Technology Systems and Software
Development Business Development and Operations. Program and Division Manager for an emerging
DOD and commercial IT software development and systems support services company.
Led and supported pricing strategy, rate modelling, competitive
analysis. Assured contract compliance with all applicable FAR and DFARs
clauses. Joining the firm at $600k annual revenues, was instrumental in
helping drive revenues to $45M while doubling profitability prior to sale of
the company. During this time operated as capture and proposal manager
for significant contract wins. Missile Range Transportation (Air Operations, Motor
Pool, and Harbour Vessels Support Services. Developed and implemented transportation plans,
staffing and procedures for a 600-person missile range support services
contract in the Marshall Islands. Developed/supported capture strategy,
budgeting, cost modelling, staffing and workload analyses,
and wrote and implemented technical and management procedures for 300 person
transportation services consisting of a harbour and ocean fleet, a commuter
airline, government and commercial airport operations, and motor pool
operations. Solely responsible for contract transition for the same
operations. Large UK Public Private Partnership Military
Facilities Outsourcing Capture Win. As an international consultant for DynCorp, served as Joint
Venture Partner Capture Manager for $1B+ total outsourcing of the United
Kingdom Army Training Estate. This $1B/£600m annual revenues, 10 –
15-year contract was one of the largest outsourcing contracts ever awarded by
the UK Ministry of Defence, involving more than 130 sites across 12 regions
throughout the UK, representing 1% of UK landmass. It was also one of the
largest Public Private Partnerships to have been signed at the time.
Contributed a wide variety of capture, proposal, and risk management support,
staffing and workload analyses, and contract wide MIS conceptual design. Department of Defence Engineering Services Market
Penetration. As a consultant
for Hazen and Sawyer, an 800-person engineering firm, developed and delivered
a DOD market penetration workshop. Advised and assisted in DOD
penetration tactical and strategic planning for “toilet to tap” water reuse
technologies and processes. Worldwide Telecommunications Network Design,
Implementation and Life Cycle Support Capture. As a Divisional Vice President for DynCorp, served
as a major subcontractor Capture and Proposal manager for a proposed new $1B+
Department of State network linking all U.S. embassies and major consulates Advanced Process Precious Metals Extraction. As a consultant for a private client, provided a wide
range of hands-on scientific R&D, quality assurance, testing, logistics,
business operations and marketing planning and execution for an innovative,
high technology precious metals mining operation. Water Rights Adjudication Support. For a small legal firm, provided consulting
litigation support and analyses for the adjudication of the Navajo Indian
Nation water rights in the San Juan River Basin of New Mexico. U.S. Army Heavy Tactical Off Road Low Bed Trailer
Manufacturing Capture. As
a consultant retained by Heil Trailers, International, one of the world's
leading trailer manufacturers, was Capture Manager for a strategically
critical 5-year, $100 M contract pursuit. Leader of the capture team
providing training, tools, strategy recommendations, proposal management,
